To promote the dignity, morality, integrity, effectiveness, discipline in the profession of nurses and especially the trust of the public, this code of ethics shows the accountability, responsibilities of all nurses who are authorized to practice in Cambodia.

Standards of care or standards of practice in nursing are general guidelines that provide a foundation as to how a nurse should act and what he or she should and should not do in his or her professional capacity.

Deviating from this standard can result in certain legal implications.

Standards of care in nursing are important because they recognize the trusted role that a nurse plays. These standards are considered the baseline for quality nursing care. Nursing standards of care are important for a number of reasons. They outline professional expectation of nurses. Additionally, they guide nurses on proper protocol and give them an objective standard to evaluate other nurses with.

Additionally, they provide consistency throughout the profession so that patients receive quality care. Ultimately, standards give nurses the necessary information that they need to know the quality care that they must provide to patients and establish measures in which to evaluate the care provided.

Nursing education consists of the theoretical and practical training provided to nurses with the purpose to prepare them for their duties as nursing care professionals.

This education is provided to nursing students by experienced nurses and other medical professionals who are qualified or experienced for educational tasks.


There are a few entry levels into nursing in Cambodia, This has led to confusion for the public, as well as other healthcare professionals. The earliest schools of nursing offered a 6 months to 1 year program as the primary nurse by the Ministry of Health (MoH) according the real circumstances and needs and not as an actual academic degree.

Later on, MoH began offering an Associate Degree in Nursing and universities then began to offer Bachelor of Science in Nursing.


Only some training institutions were accredited as the recognized nursing training institutions in Cambodia.

Nursing is a profession within the health care sector focused on the care of individuals, families and communities so they may attain, maintain or recover optimal health and quality of life.

Nurses may be differentiated from other health care providers by their approach to patient care, training and scope of practice. Many nurses provide care within the ordering scope of physicians and this traditional role has shaped the public image of nurses as care providers.

Nurses develop a plan of care, working collaboratively with physicians, therapists, the patient and the patient’s family and other team members, that focuses on treating illness to improve quality of life.

Nursing service is the part of the total health organization which aims at satisfying the nursing needs of the patient/community. In nursing services, the nurse works with the members of allied disciples such as dietetics, medical service, pharmacy, etc. in applying a comprehensive program of patient care in the hospital.


WHO expert committee on nursing defines the nursing services as the part of the total health organization which aims to satisfy major objective of the nursing services is to provide prevention of disease and promotion of health.

Who provides nursing services in Cambodian hospitals?

In Cambodia, the number of nurses is insufficient and details of nursing services are unknown and undocumented. In performing more complex medical interventions, nurses shared the tasks with medical doctors.

Conversely, simpler nursing tasks, including maintaining bedside environment/hygiene and supporting patient activities, tasks were shared by nurses with patients’ family.

There are important implications for nursing legislation related to streamlining the production of nurses to provide an adequate and qualified nursing service in Cambodia.

It is widely demonstrated that the quality and quantity of health-care professional largely determines the performance of a health system in general.

Among the health service providers, nurses constitute the single largest professional entity. Assurance of the quality and quantity of nurses positively impacts medical outputs.


However, the number of health service providers, particularly nurses, is insufficient around the world, especially in developing countries. Cambodia is one of the Southeast Asian counties that faces healthcare professionals’ shortage in addition to undocumented personnel and skill mixes.

National/International nurses guidelines are the best practice documents on various experiences to be shared with all Registered Nurses (RN) in Cambodia through different experiences in different countries.
